There's always a limit to parental responsibility. Plus, assigning blame will not fix the issue, so it may not even be productive to blame the parent, unless the child needs some kind of closure or healing from it.

It's probably best to not go down that road too far. In life, you have to have an attitude of acceptance

Yes, socialising your kids from an early age is important. But good news is... you are still the father until the day you die. (and beyond... to infinity and beyond.)

So you can try and fix it.
      The power is yours.

You dont think a 30 year old shut in that never leaves the house, has no friends,, works remotely, and for some reason feels an obligation to hand over all the pay for that work to her parents with whom she lives, is reflective of the environment in which they were raised and never left?

There were some teachers who suggested she might have autism when she was younger but the doctors said there was nothing wrong with her.
She had very high grades especially in math and science but did not seem to like other students much. I got the feeling that she was not interested in spending time with others her age

There are paternal factors involved, maybe early childhood socializing was a bust or they didn't encourage healthy extracaricular activities but overall I'd say it's on the daughter to have that kind of drive; you can lead a horse to water but you can't make it drink and whatnot.

Does she have any young cousins/nephews/nieces nearby? Perhaps you could have some family over to help her talk more, especially if it's been some time since they've visited

No fault in this. The father should protect her enough and keep her in line. This way she encourages herself to do more daring things but also not becoming a bawd.
