DIY HRT is legal just about everywhere, just frowned upon. Estradiol may be a prescription medication, but it’s not usually a controlled substance. The difference means that, while you’re not allowed to distribute it without a pharmacy license, you are allowed to own it for personal use. The worst they’ll do is seize it in customs, but there aren’t any legal consequences for that, or people would be ordering DIY HRT for their enemies to get them in trouble.
That sucks. If I were you I’d order some raws and just start mixing my own. 10g of raws cost the same as a single vial and will last about twenty years.

I’m a moron and managed to brew my own enanthate injections just fine. It’s as simple as measuring out 0.5g of powder, putting it in an injection vial, adding 9.9ml of MCT oil and 0.1ml of benzyl alcohol, putting in a rubber stopper, crimping a metal cap around the top, and boiling it in a pressure cooker. So far I’ve managed to not get sepsis.

Safer no, easier sometimes. I’m Swedish, getting official HRT here takes years. I’ve been in queue to see a psychologist for two years.
If the alternative is no HRT, homebrew is better.

No, but if canadian customs finds the HRT you're trying to ship into the country they'll seize it. what happened to me, now im shipping mine to the US border and driving it across. if you're gonna do that, make sure you make a big order so you dont have to do it again for a while
If the law does not actively protect innocents or provide for the punishment of those who harm innocents, then it doesn't matter. At that point it's just a nuisance. If it actively makes things difficult for innocent citizens to do something that does not harm others, then the law should be broken.
