There was a high school girl in Tokyo who helped me once that had really good English. Besides her, some people who worked directly with tourists had an okay English and the rest spoke almost nothing

    Probably like 10-15%
A larger percentage would say they know English, but they know what the Japanese school system calls English, which is basically unintelligible.
Exchanging a couple words, you'll be up to like 50%, and guys you're up to like 20%, but young women, you've got maybe a 10-15% chance.
However, you MUST be willing to learn Japanese to at least a semi competent state. This isn't necessarily about you knowing the language, it's a Japanese thing, of working to understand each other. If you're not doing it, then a relationship will fizzle, like, 90%.

Also, tip, be affectionate and emotionally available. If a Japanese woman is interested in a western man, it is almost 100% because she thinks they're more affectionate and sensitive, that's the stereotype and the fantasy. Cuddle, be saccharine and lovey dovey as shit.

How good does my Japanese need to be?

On a scale of 1 to 10. 1 being 0 understanding and 10 being native

        Depends.
To an extent, as long as you're dating/married, you're never going to stop until you are as close to fluent as a 2nd language Japanese speaker gets.
The most important aspect isn't necessarily how competent a speaker you are, it's that you're putting in honest, continuous effort to learn and understand. Whether you're at a 2, a 5, or a 7, you need to keep at it, until at minimum you can talk about things in Japanese.
Hitting a wall is fine, but, that still doesn't mean you stop. This is one of the funny cultural things you'll just have to adjust for if you seriously want to date a Japanese person. You don't just stop doing things that are important if you can't do them, you keep trying.

I'd say at least like, a 2-3 is a good place to reach before you start dating. As in, you can caveman speak to ask for directions, order some things at a restaurant, recognize some basic characters, know how to be polite, ect. That's more to be able to function yourself, and also show the basics of interest in understanding.

Oh I see. Yeah I guess ill start learning Japanese then. Man im shy when it comes to speaking a foreign language but im very determined. Are you sure there is no other way?

            Anonymous

I mean, case by case basis. Maybe this particular person doesn't care about this at all, or would be responsive to trying to understand in a different way.
But, as a broad catch all, referring to the "average" Japanese person, yes, and you being shy about it will be aparrant, and may actually work to your benefit, since it means you can try even harder.

Of the 113 countries monitored for English language proficiency by one of the main NGOs that tracks this it is ranked 87th. It isn't a very low proficiency country like Cambodia, but it is a low proficiency country. Which is a shame because it was considered a moderate proficiency country a decade ago. This number is also falling. Your chances of this in the age range you mentioned are incredibly slim. If you wish to boost your chances you must only focus on Tokyo (only area of the country with moderate English), and the 26-30 age demographic (demographic with the highest level of English in Japan). Alternatively, they do sell handheld voice translators now. You might want to look into one of those.

Is it possible for a Japanese girl to want to be with me if I only communicate through a translator?

Frankly probably not, it was a suggestion to start with. You probably will want to know at least business level English in order to get a job. The Genki book series in two volumes is a good place to start (should be at around N4 here), then move onto Tobira and engage with native speakers. At this point you should be around N3 level. At this point you can probably hold basic non-complex conversations. You'd need to get to N2 (generally considered "business level") by engaging with the language and grammar books. If you are living in that country you would want to ideally eventually get to N1 level, but that just is exposing yourself to language.

Ah okay. Ill try to get to N2 at least

7 years ago I used to watch a japanese woman in her 20s with great english stream to a few people. I would autorecord the streams when they go online in case I missed them. Last time video I recorded she was drunk and looking for someone to talk to but no one was watching. I wish I was there but that's the last time I saw her.

In my experience, their English classes are like our Spanish classes. Obligatory and universal, but nobody actually learns anything.
Why not just learn some Japanese? At least that way you'd meet their terrible Ingurisu with your terrible nee-HAHN-go. People talk about how hard Japanese is to learn, but that really is just smartypants gatekeeping in combination with an implicit flex about how bright they are.

Yeah actually ive been learning Japanese for a couple weeks now. Truth is this thread was only made to reaffirm my decision to learn Japanese so I felt like I wasnt wasting my time

You're not wasting any time. When I started a little over a year ago, I was excited, but the hard part comes after the beginner-level enthusiasm wears off and you still know embarassingly-little. Now, though? I still don't have any confidence, but now when I hear someone speak Japanese or when I see Japanese text in my daily life, I understand big chunks of it without having to think about it. No arguing with that.
Stick to it, and there will come a point where you're like, "Oh snap, I'm actually doing the thing."
