No it can't, it causes temporary redness. You cannot scar yourself from plucking hairs. Cis women wax their face and eyebrows and pussy and pluck their moustache all of the time it's completely safe to do. The only downside to plucking/waxing is the risk of ingrowns (if you don't have proper skincare) and hypothetically it can make electrolysis more difficult/time consuming over time due to the weakening of hair follicles.

Terminal hairs or not it doesn't make any difference, the only way you scar yourself is if you're waxing or plucking wrong. Tearing at irritated skin, trying to pull at an ingrown, using too hot of wax with no powder to protect your skin etc is what causes infection and scarring. Removing a hair in and of itself does NOT cause scarring. And yeah it seems like you've never gotten a brazilian before or done any research you can very easily prevent 99% of ingrowns with proper skincare and astringent products like tend skin (for body only) there is no reason to put up with pube acne, kinda defeats the purpose of getting the hair waxed in the first place.

Use a hypoallergenic conditioner + a shave brush to lather it on your face. Conditioner works better than any shave cream, gel or soap. Make sure you use enough water with it so its not too thick or dry.
Let conditioner sit on facial hairs for a couple of minutes to soften them before you start shaving.
If you can only shave with the grain, get a safety razor and use Feather blades. If your skin can tolerate shaving against the grain, get a Mach 3. Either way, learn to use very little pressure and learn how to pull your skin taught as its taught for people using safety razors.
Rinse your blade frequently with hot water.
Be most careful around your upper lip and chin, they tend to be the easiest areas to irritate your skin and/or nick yourself.

my experience a cis guy who has soft baby face skin and isn't even on hrt at all. i usually make sure to shave slow and at the direct the hair flow toward. afterwards i put face cleanser on my face, wash it, then add a moisturizer on my face. if any red spot pops out they usually don't last and are entirely gone in two days
